Help getting VPN working to allow access to a website outside US

Hello, we have a team member in the Philippines who places eCommerce orders for us on www.michaels.com which is a US website. Recently, the site stopped allowing visitors from outside the US. We tried to set up our VPN with her, ExpressVPN, but the site is still not allowing us to access it.
