Help getting VPN working to allow access to a website outside US

Hello, we have a team member in the Philippines who places eCommerce orders for us on www.michaels.com which is a US website. Recently, the site stopped allowing visitors from outside the US. We tried to set up our VPN with her, ExpressVPN, but the site is still not allowing us to access it. Previously, we were able to access the website from ExpressVPN's Hong Kong VPN location, but that is no longer working.
